- Preheat the oven to 375°F (190°C).
- In a large skillet, brown the ground beef over medium heat. Drain excess fat.
- Add the chopped onion, diced carrots, and minced garlic to the skillet. Cook until the vegetables are tender.
- Stir in the frozen peas, beef broth, tomato paste, Worcestershire sauce, salt, and pepper. Simmer for 5-10 minutes.
- Transfer the beef mixture to a baking dish and spread it evenly.
- Top with the mashed potatoes, spreading them out to cover the beef mixture completely.
- If desired, sprinkle shredded cheddar cheese on top of the mashed potatoes.
- Bake in the preheated oven for 25-30 minutes, or until the top is golden brown.
- Let it cool for a few minutes before serving.
